  26. Your draft does exactly what we've said in the past, but it suggests
  27. to me a topic that I think ought to be addressed.  You address the
  28. issue of equivalent urns, but there is the other side of this.  The
  29. issue is the determination of when a urn is assigned (when is a new
  30. document created vs. an old one being modified).  For RFCs there are
  31. two things.  First, the documents are immutable, so if one wants to
  32. modify the document, it will need a new urn.  Second, the decision
  33. about when an id and therefore urn is allocated is in the hands of
  34. some combination of the IESG and the RFC editor.  So, these are things
  35. it would probably be useful to say about this namespace.

  37. In the URN requirements RFC we were clear about not being able to say
  38. anything thing specific about these issues of equality, because we
  39. couldn't say anything applicable to all of them.  But hopefully for
  40. each we should be able to be specific.

  43. paragraph somewhere appropriate.
